i have killed over 1000 ships in tau ceti and still no charlie devil spawns am i in the wrong place or is there something you have to do to get a charlie devil to spawn?

If this is where you have to kill the different ships to become liked by the pirates, I just flew around Sol system killing small NSE ships indiscriminately and always got lucky to kill one. Hope this helps. Have a Blessed Day, Mike
