These are gained during the Old Man In The Lighthouse quest. The jar is patent OMITL line oil, which strengthens your fishing line making it a little easier to catch larger fish. The other is the Golden Lure, which you got for completing the quest. This boosts a few stats but primarily it attracts larger fish and gives you slightly more chance of hooking a named fish.

They're just indicators that you've got these bonuses added, so you don't need to tap them or activate them and congratulations on finishing the quest :)
