Hello, I try to play all the tournaments but I do not know where I can find water-ninjas with jack fish now won everything except the water ninjas.

 Can anyone help me?

Night Fishing is unlocked while playing the Old Man in the Lighthouse quest so you'll need to do that first.

Tap on the yellow ! In the map when you select "Go Fishing" and you'll meet the Old Man in the Lighthouse who'll set you on a quest.
