A Mac user asked me to help delete a desktop icon which she is unable to delete. If I cannot delete from the Accounts system preferences, I am sure Terminals 'rm' command will nuke it.
I take it you've tried simply dragging it to the trash like normal?

It's more than likely the file's permissions have been zapped so it's not deletable by that user account. Get info and changing permissions by the admin user account should fix it if that's the case and it might be worth using repair permissions from the disk utility in case it's something that's happened to more than 1 file.
